In the province of Campobasso, in the central region of Molise, perched on the top of a hill there is the small town of Castropignano, a historic village with 923 inhabitants and a beautiful castle, the Castello d’Evoli, built around the mid-fourteenth century as a civitella or more simply as a castro for the observation of the valley.
Like many Italian villages, Castropignano also has to fight against depopulation and, in the footsteps of other municipalities, the mayor of Castropignano, Nicola Scapillati, has taken the initiative to offer the sale of abandoned properties at the symbolic cost of € 1,00.
Attached herewith (in Italian) is the regulation issued by the Municipality describing the aims of the initiative as well as the requirements and obligations of the buyers.
Buyers are obliged, among other things,
– to stipulate a public deed of purchase of the property within the period of two months from the entry into force of the approved deed of assignment or the date when the assignment list has been published;
– to support all expenses for the drafting of the deed of sale (notary, registration, transfer, etc.);
– to prepare a project for the renovation and recovery of the property, acquiring all the necessary permissions, within one year from the date of purchase;
– to start work within two months from the date the building permit has been issued;
– to stipulate a surety policy in favor of the Municipality, amounting to € 2000, valid for three years, to guarantee the realization of the works. In the event of non-fulfillment by the assignee, the Municipality will have the right to forfeit the policy or repurchase the property.
