Are you thinking of going to study in Italy? Are you about to leave? Here’s what you need to do in three steps.

1. Get a “Statement of equal value” (Dichiarazione di valore)

The “Dichiarazione di valore” (Statement of equal value) is a document describing an educational qualification obtained in other countries than Italy.

In order to obtain a Dichiarazione di valore, you must deliver these documents (personally or by mail) to the Consular section of the Italian Embassy in Oslo:

  • A copy of the original diploma or degree (not a digital copy), endorsed with the stamp of the school or university and signed by a school official, certified as authentic by the Notary Public (Tingretten in Norway) and legalized with an apostille stamp affixed by the Governor’s Office (Statsforvalteren in Norway, the Ministery of Foreign Affairs in Iceland). Please include the Diploma Supplement/Transcript of Record.
  • copy of a valid ID or passport.
  • The “Modello_richiesta_dichiarazione_di_valore“, completed in its entirety and signed.
  • If requested by the Italian university campus, a translation of the diploma to Italian. The translation must be carried out by an official translator with an apostille stamp. If your diploma is in English, the translation to Italian is not necessary in order to obtain the Dichiarazione di valore.

2. Collect the Dichiarazione di valore, together with your diploma, personally or by a delegated person, at the Embassy (on appointment only). The documents can be sent back to the applicant by postal mail (shipping costs will be charged to the applicant).

3. Apply for an Italian tax code (codice fiscale)

Send by e-mail to consolato.oslo@esteri.it the following documents:

  • the scansion of the (printed and signed) “tax code request form
  • the scansion of your identity document (in PDF format in black and white, not in color). Digital signatures are not valid. The form must show a residential address in Norway or Iceland.

For more information, please visit the website of the Italian Revenue Agency (Agenzia delle Entrate)

Note: it is not possible to rent an apartment in Italy without an Italian tax code.
