Andrea Cavallari, Ambassador of Italy in Oslo
CV
Andrea Cavallari was born in Milan in 1961. He graduated in Political Science from the Institut d’Etudes Politiques of Paris (1983, International Relations) and from the University of Pavia (1985). He has also a Master degree in International Economics from the University of Paris IX – Dauphine (1984).
He began his diplomatic career in 1988. His professional career at the Ministry for Foreign Affairs began at the Directorate General for Political Affairs and continued at the Minister’s Cabinet Office and at the General Secretariat, where he participated in the work of the newly created Information and Research Unit (1990-1992).
In 1992 he was assigned to the Embassy of Italy in Budapest and in 1995 he moved to New Delhi as head of the Economic, Trade, and Development Cooperation Office.
Returning to Rome in 1998, he was appointed to the Directorate General for Multilateral Political Affairs and Human Rights as Deputy of the OSCE Office.
From 2002 to 2006 he served as the Permanent Representative of Italy to the UN in New York as Counsellor in charge of the Balkans and then First Counsellor in charge of Human Rights and Social affairs. In 2006, he is appointed Deputy Permanent Representative of Italy to the OSCE in Vienna in charge of the overall coordination, the budgetary Committee and the human rights questions.
He returned to the Farnesina in 2009 to serve in the Directorate General for Multilateral Political Cooperation and Human Rights, where as Head of Office and then Deputy Central Director he deals with security, disarmament and non-proliferation. He is in charge of following the Seoul Nuclear Safety Summit and the G8 negotiations under the French and American Presidencies as Vice Sherpa.
After his appointment as Plenipotentiary Minister in 2012, he moved to Paris as Consul General. In Rome for a few months in 2016, he served in the Diplomatic Ceremonial of the Republic.
From September 2017 to January 2022 he is Ambassador of Italy to Cyprus.
Back to Rome, he is appointed Coordinator for cross-border cooperation with France in charge of the application of the relevant aspects of the Treaty of the Quirinale between Italy and France. In 2023, he is also appointed as National Coordinator for the European Union macro-regional Strategy for the alpine region (EUSALP).
In January 2024, following the creation of the Unit for Cross-border Cooperation as part of the General Directorate for the European Countries, he is appointed as Head of the Unit adding to the previous competences the cross-border cooperation with Austria and Slovenia and the coordination of all the Joint Commissions dealing with the alpine rail and road infrastructures and for the maintenance of the Italian borders.
Since July 2023 he is also appointed as Deputy Director for the European Countries.
Perfectly fluent in English and French, he has an extended knowledge of the most common software programs in use in the Italian Diplomatic service such as Word and Excel.
He is married to Caterina Cortese and has a son named Lorenzo.
He is an Official of the Order of Merit of the Italian Republic since 2006.
